  I want to know that what is the "meaning" of above  mentioned  sentence ??

so therefore I want to know that Colony Capital LLC firm can provide
those international  property mortgage loans and equity loans  for
purchase of those  properties which have been:

"turned down for conventional funding... or borrower has  run into
difficulty in structuring a deal because your project falls outside
the "normal" development scenario... if  borrower  feel the window of
opportunity is closing and feel beaten by "the system" ..
