I want to use my pc on my tv and am looking for a DB15 to RCA
converter.  I found one for Matrox Millenium cards here
http://www.mycableshop.com/sku/20235.htm but i have a different card. 
Will that adapter work with any video card?  Are there other adapters
i should look at?

The cable you are looking at will not work. The signals that come out
of a DB15 (VGA) and the one that goes into an RCA (composite) plug are
very different. You will need a box called a scan converter. I suggest
reading this website for more information.

Or, you could allways get a video card that has a TV Out plug like one
of ATI's All In Wonder series.
