What is the file size or number of bytes for a 20 minute video in a mpeg format?

depends on how the mpeg was encoded but it seems the average is about
10meg a minute (5 minute video = 50MB)

what's the resolution? a higher resolution (pixels x pixels) is going
to increase the file size. how it's encoded is also a factor,
especially if you have a high quality audio track. my experience shows
that a five minute mpeg file at 320x240 resolution with a bit rate of
about 550 kbps will be about 8MB.
