What is the meaning and origin of a symbol that is three concentric
circles with a straight line going through the middle?  A similar
symbol can be found before the navigational menu of the dvd "what
dreams may come" pops up.

No, the symbol wasn't at that link, the symbol is three concentric
circles with a line through the middle.  It pops up no matter what dvd
player you use, it's part of the movie menu.
