There is debate about the legality of poker rooms in NYC.  The law
isn?t clear enough to determine if it is illegal or not.  I know that
one of the ways that these issues are settled is that once someone
gets arrested for the crime and then a court sets the precedence for
future "offenders".  Is there any way to either get an interpretation
of the law or a clarification of the law with out "breaking" the law
first?
