It may be possible to identify the best rhinoplasty surgeons in NY (I
assume you mean in and around NYC).

However, whether they do or don't accept a car accident claim is
something you would have to work out with the individual doctor's
offices.  I doubt a researcher would be able to find out this
information for you, since it very much depends on individual
circumstances, insurance coverage, etc.

Let me know your thoughts on this.
