Is there a comprehensive list of all the contact information to all
College and Universities in the US?

I don't know what your requirements are, but I'm going to attempt to
answer this question.  If you find it acceptable, please let me know
and I can post it as an answer.  If not, please tell me why and
clarify what you need.

US News and World Report publishes a yearly report on four-year
colleges/universities in the United States.  In addition, I believe
that it also publishes another volume on 2-year colleges/universities.
 You can find contact information in the reports.
Also, their website http://www.usnews.com/usnews/edu/college/cofiske.htm
has a comprehensive "Campus Profile" database, but you have to search
for them one-by-one.
There's a list of many universities in the US (and abroad) in Google's
University Search (://www.google.com/universities.html).  You can
search for "contact information" in each of them, but it can be
tedious.

The best way is to just read US News and World Report's publication.

When I was applying to college the book called, "Peterson's Guide to
Colleges and Universities" contained that information. Peterson's
Guide is now on the internet. The website address is below.

You can search the guide by keyword or college name and a description
with contact information is also available.

I found a few websites, but I wanted something in more of a
spreadsheet format to avoid tedious one by one searches.  I'm
attempting a project for school and I'd like to approach my solution
with a detailed business proposal with all the information to get
started with my proposal.

You can get a listing of all the colleges and universities in a
particular state at the Peterson's site by going to the following:
http://iiswinprd03.petersons.com/ugchannel/code/searches/srchCrit2.asp?sponsor=1
This will give a listing of each college in the state. There are a
huge number of colleges in in the United States.

In searching a little further I found a site that claims to have a
listing of colleges and universities from all over the world
http://www.mit.edu:8001/people/cdemello/univ.html
She also has a listing of all the universities in the United States
http://www.clas.ufl.edu/CLAS/american-universities.html

The university of Texas Austin also has a listing of the universities
by state and alphabetically
http://www.utexas.edu/world/univ/

Global computing also has a listing
http://www.globalcomputing.com/university.htm
