The enormous link below leads to a Google-cached page that includes
two photographs of the All-American Youth Orchestra, one taken in 1940
and one taken in 1941. In the 1940 photograph they are in a formal
dress rehearsal, so it is possible to look carefully at the photo and
make a very good estimate of the number of young women in the
orchestra at that time -- I see six.
The 1941 is a little harder to estimate from since the players are in
casual dress, but the number of women that are definitely discernible
(to me) is nine.

I am posting this information as a comment, not an answer, but I can't
be sure that all of the young women in the orchestra are in these
pictures (e.g., the harpist or harpists don't seem to be around) or
that I have counted correctly. However, if this information does meet
your needs, I would be happy to post it as an "official" answer to
your question and claim the fee. Please let me know.
