This will be only partially helpful to you, I'm afraid...

The Federal Reserve Board publishes a report known as The Beige Book
eight times a year.  It is a compilation of information gathered from
"key business contacts, economists, market experts, and other
sources."  This information is summarized into a full report, then
broken down by district.  The most recent can be found at
http://www.federalreserve.gov/FOMC/BeigeBook/2002/20020731/default.htm

They don't spend a lot of time actually talking about raise rates. 
But maybe it's a start.
