A computer was updated from Windows 98 to 2000.  It had Visual Basic
installed and had some applications written in VB on the 98 install.  
After the upgrade, .msc files started appearing on the desktop.  
filenames are dev_???????.msc If the files are deleted, they reappear
after the computer is rebooted.  How do I get these to go away?

I have several questions for you to continue my research:

Which Visual Basic version are you using?
Could you post the contents of a dev_??????.msc file here?
Those files appear on your desktop just after reboot, or after you
open Visual Basic or another application?
Could you open a Command Window and type "set" to look at the value of
the TMP and TEMP environment variable?
Have you scanned your computer against viruses?

msc files are "microsoft management console files"
you can bring up microsoft management console by going start -> run
and typing "mmc" and pressing enter
then you can load the mmc file into the microsoft management console
by going file -> open and browsing to the file on your desktop

if you're running win2k / xp mmc files are mostly associated with
administrative tools like the "computer management", disk
defragmenter, IIS config, system policy editor, etc.

hmmm
msc files are also utilized in the microsoft 'c' or 'c++' language
during compilation. ("makefiles") you should check your compilation
settings for why they might be appearing on your desktop. also check
your temp file settings as previously suggested ;)

heh hopefully one of these comments is related to those files :)
