Hello There, 

I remember navigating to a web site which I found via Google. This
site allowed folks to submit ideas/innovations and other folks would
rate the idea. I lost the bookmark and I am hoping someone could find
it for me. This is a free site.

How do I rate an idea?

?After you have read an idea, you are given an opportunity to rate it.
There are a series of choices beneath the idea (ranging from Very
Bright to Not Bright at All) for you to choose from. Click on the
rating that best represents your reaction to the idea's quality. Your
rating will then be used to help calculate the idea's overall rating.?
