It doesn't appear to be illegal (I don't see any indication of it
being a pyramid scheme, unless I missed a recruiting clause).  But
there is absolutely zero incentive for people to sign up for satellite
service through your shoddy fourth-level website (you are a "member"
of submission magic, which is an affiliate of reseller VCM), which
will be identical to all other $25 suckers.

Assuming they keep their promise, this deal is only good if you want
to spend all day promoting the service (ie, a full time salesman). 
Satellite TV reselling is a very flooded market.
