I'm constantly misplacing my driver's licence and so I leave it at home
until I need to rent a car or cash a check or somthing. friends are 
forevery asking "Aren't you afraid of being stoped and find for not
carrying id "? What are the laws pertaining to carrying identification
in Pennsylvania ?  Thanks

Do you mean the laws about having your license when you are driving in
Pennsylvania, or having your license while just plain old going about
your business not driving?

Thank you for asking this important question! If you are referring to
driving without your license in Pennsylvania, it seems there are harsh
penalties if you are pulled over and caught.

This article by Robert Moran and Walter F. Naedele relates the state
is cracking down on people driving without licenses, including: "Last
year, more than 81,000 tickets were issued in Philadelphia to drivers
with no license whatsoever or a suspended license, or who were not
carrying a license, according to Traffic Court statistics."

I also searched the DMV driver handbook for Pennsylvania, and could
not find anything about penalties for not carrying your license, other
than this, about points on your driving record for
"1571....................Violation concerning license
..................3."

I also found this record of a case that went to trial regarding
someone driving without a license, and being found guilty.

I'll leave it to someone who is better versed in the subject than me
to answer. However, I doubt there is anything legally wrong with going
around without a state ID. America is not supposed to be one of those
countries where the police can demand identification papers from
anyone they see. Now if you try to drive without a license, that's
obviously a different story.
