I used as sources two lists of broadband ISPs and I filtered them
leaving only existing providers that serve to residents, not only
bussines.

Here are the sources (in Spanish):
"Proveedores de banda ancha":
'Qué opciones hay en Buenos Aires para conectarse a Internet a gran velocidad?'
http://www.varelaenred.com.ar/proveedoresba.htm

"Proveedores de Acceso a Internet" at 3DGames Argentina PC:
A multipage list (use the 'Página Previa | Próxima Página' -Previous
page | Next page- links at the bottom of each page).

hesitate to request for a clarification if you need it; I will be glad
to assist youfurther on this if you find this answer unclear and/or
incomplete.
