In 1998, Bill Lockyer became California's 30th Attorney General.  I
need to know whether Bill Lockyer has brought any criminal proceedings
by virtue of his power to do so under Article 5 section 13 of the
California Constitution.  That is, the Attorney General usually allows
the various District Attorneys to bring criminal actions against
defendants in the State.  However, the Attorney General can indepedently bring
criminal actions without the District Attorney's involvement. 
Accorindingly, the question is: has Lockyer brought criminal actions
since 1998 independent of the District Attorney?  If so, what are the
case names?
