We have a DOS solitare game that the computer plays the same cards.
Is there a WINxx solitaire game that the computer will play the same cards 
for each game?

There are quite a few solitaire games out there,

You can checkout "The House Of Cards" website for a selection of
solitaire game software.

You can also have a look at the following software:

BVS Solitaire Collection
Is a collection of 310 different types of solitaire. The "default
windows type" is one of them.. It has an option "select shuffle" which
if you choose the same number, gives you the same deck.

Pretty Good Solitaire 500
Is a collection of 500 different types of solitaire. It also has an
option to choose a deck based on a number.

SolSuite 2002 
This is another big collection of solitaire card games. It also offers
the option to select a deck, but this is disabled in the trail
version.

Absolute Yukon Solitaire
This version of solitaire is available in AdWare version, so free of
charge and includes the option you asked for.
