I was going to hire some framers for a house and asked for their
workers comp certificate.  On the page under exclusions it states the
insured is excluded and also states the premium was based on no
employee payroll.  So, if he brings additional workers with him, are
they covered under workers comp if injured?  Am I assuming any greater
lawsuit risk (if someone injured) since I am aware his policy states
no employees?  Lastly, if he is excluded and he isn't supposed to have
employees, who exactly is covered?
