From what date onwards did the State of WI mandate a mask xxxxx to shield
customers' credit card numbers on guest checks, invoices and receipts?

The Fair and Accurate CreditTransactions Act of 2003 (FACTA),which was
signed into law on Dec. 4,2003, includes a provision mandating
truncation. Visa and MasterCard have also implemented truncation
mandates, and many states have passed legislation requiring that
businesses comply with account number truncation rules. I know on Jan.
1, 2005 that Wisconsin passed the bill and all terminals that process
credit cards should be masking the numbers.

Of course, you still have problems with mom and pop stores who still
have the old fashioned terminals. I'm sure they could get in trouble
with the law for not complying and getting a new terminal to process.

Please note, this pertains to the CUSTOMER COPY ONLY and not the
merchant copy which is not readily available to the public.  They can
have the entire card number because 1) they can get it again if they
do a report on their terminal anyway 2) they need it if they want to
give a no-fuss, no muss refund quickly.

Also, it should be noted, this does not pertain yet to the old knuckle
busters, called imprint machines which are still used where there
isn't a phone line or for back up purposes.
