I read a book in high school and cannot remember the name.  The book
was a post-apocalyptic story written in a "new" language that was
created by the survivors of the nuclear war.

I believe you are referring to Riddley Walker by Russell Hoban.

This is the publisher?s review:

Answerfinder--
Thank you so much!  I have asked everyone from literature professors
(I myself am a psychology professor) to prolific readers, and none
have been able to answer me.  It has been so long since I read the
book (I graduated high school in 1983, which would have been shortly
after the book was published), but I just couldn't think of the name. 
This is the first time I have used Google Answers, but it won't be my
last!
