bestsite-ga,
Thanks for this interesting to research question. I must say I found
lots of ideas for my own sites!
The commenter did indeed leave a good source of free javascript
horizontal navigation menus. Here are the addresses of the actual
script's page:
http://javascript.internet.com/navigation/cascade-menu.html
This page has the cut and paste script and an example.

This example is similar to the one above, but to me, looks a bit more
professional.
This menu is similar, but very small in size , only 4k

This menu is called the Tigra menu, and offers unlimited menu depth.
Although this code is free, the author asks that you register it.

This site has a very nice menu, and is easily customizeable with your
logo icon. The first site has the script, the second site has help
with installing and customizing the menu. The third site contains a
list of sites that utilize this menu, so you can see the various
customizations. (Ladybug Hill, and Elite World were, in my opinion,
the most creative). This site claims this navigational menu works well
in the Opera browser. I found the entire Brothercake site to be chock
full of all kinds of creativity, such as music, poetry and games. (And
more free javascripts)

Finally, this site offers a similar navigationl menu. It has a
freeware version, and a purchased version. The freeware version has a
link to the creator's homepage, and is for non-commercial use. The
purchase price is from $55 to $119 (You wanted free, but I threw the
purchase version in for free WITH the free version!)

I certainly hope you find that at least one of these 6 scripts does
the trick for you!
