I have an EEG report that lists one of the findings as "cortical
irritability".  What IS cortical irritability, and what effect does it
have?

You don't mention whether you were having any symptoms that
necessitated the EEG.  Cortical irritability usually refers to some
sort of seizure-like activity showing up in the EEG test.  A person
may or may not actually be having seizures to have cortical
irritability on EEG.
