Depending on the context (where you are -- state and city -- and type
of situation) there may be a formal, legal definition of this term.
But my understanding (as someone who is NOT a legal professional) is
that it is merely a term of art to refer to any formal, written
agreement entered into by two or more parties.
In that sense, it differs from the less-formal term "agreement", which
may simply refer to an oral understanding over a handshake and a beer.
That sort of agreement has a legal weight of its own, but it would
NOT be considered a "certificate" of agreement, wince there's no
written document.
Is this the sort of information you were looking for?
If you'd like to ask about the particulars for your locality, and your
particular situation, let us have some more details, and we may be
able to offer a more detailed response.
