What is a "certificate of agreement"?  Is it somehow different from a
regular "agreement"?

Depending on the context (where you are -- state and city -- and type
of situation) there may be a formal, legal definition of this term.

But my understanding (as someone who is NOT a legal professional) is
that it is merely a term of art to refer to any formal, written
agreement entered into by two or more parties.

In that sense, it differs from the less-formal term "agreement", which
may simply refer to an oral understanding over a handshake and a beer.
 That sort of agreement has a legal weight of its own, but it would
NOT be considered a "certificate" of agreement, wince there's no
written document.
