I need field contextual definitions of what constitutes water policy.
I need specific defintions of what water policy is. Even more
importantly I need to know what isn't water policy. I am on the debate
team at school and water policy will be one of our topics and I need
solid definitions. The resolutions that we'll debate will probably
look something like "The USFG should substantially change its water
policy". I'm a poor college student so please hook me up. Thanks :)

The USFG is the United States Federal Government (sorry). Anyway,
these links aren't giving me a definition of water policy. What I want
to know is what constitutes a "policy on water" as opposed to a
fishing policy or a trade policy. What are the unique characteristics
of water policy that make it different from other policies. I would
like a very restrictive definition and also a very broad one. Thanks
for your help.
