Dear Andy,

This TV movie is pretty rare. It has been released in 1990, and there
are apparently no PAL commercial recordings available in the "regular"
market (not to mention that apparently, no DVD has been ever
released). However, I managed to find a video version for you - it is
not going to be cheap!

Inetvideo - "The Stranger Within (1990)"
<http://www.inetvideo.com/video/detail.cfm?movieid=01-067433>

Offers the video, basically, in the NTSC format (the "American" one),
but mentions that "PAL conversion available". It is a special order -
and while a used copy would cost some $11.99, the conversion would
cost you an additional $9.95 (and that, without shipping, handling
etc.)

This is the only source available online. However, since it was a TV
movie, there are also chances that you'll find it in tape-trading
lists, like these two:
alt.video.tape-trading
http://groups-beta.google.com/group/alt.video.tape-trading
alt.dvd.video
http://groups-beta.google.com/group/alt.dvd.video

On alt.video.tape-trading I found one message mentioning this movie
for trade, but it is a message from 2000 (and also written by an
American, without mentioning that a PAL or VCD conversion is possible;
):
PART ONE Of My Trade List ~~~>LOOK TV SHOWS TV MOVIES <~~~

I hope this answered your question. Please contact me if you need any
clarifications on this answer before you rate it. My search strategy
has been to search for the film's name, with the year (because there
was also a film with the same title in 1974) and with video related
terms (vhs, dvd, etc.).
