I can not find any site that
1. Sell/buy stocks online that accepts non US user
2. Sell/buy stock using options(call,put,limit,stop,short)
3. Sell/buy stock with under 10 USD total fee
4. Sell/buy stock of US Market

I usually find site that can do only one/two of above(etc. sell/buy
stocks that accepts non-US user, but the fee is more than 10 USD and
can not use options)

where can I find the site that does 4 of above together?

As far as I know, there is none. It's the 10USD total fee that...
restricts your search too much.

First, for stocks, you will usually pay around 25-30$ (ie: CIBC
Investor's Edge, RBC, Disnat, etc.), for options it will usually be
higher.

Any of the 5 big banks have excellent discount brokerage services that
allow you to buy stocks, options, including US equities, and that
allow Canadian Citizens of course.

However, if you want such low commissions, you'll have to either find
your own source, and register as a trader yourself on the exchange, or
use a crappy service that will not allow you to buy options + no
customer service whatsoever.
