This simply means that the company you are applying to is not governed
by, or subject to the federal DOT (Department of Transportation) and
USCG (United States Coast Guard) regulations in regards to Drug
Testing. Certain industries that can affect public safety are
mandated by federal law (cited below) to have drug-free workers, and
the federal government requires drug testing to ensure this.
Regulated drug screens must be done in a certified lab to exacting
standards. DOT and USCG regulated companies MUST test every employee,
at certain intervals to ensure every employee remains drug free.
Non-regulated companies like the one you are applying to are not
required to drug test at all, they do it because they want to. They
may test at any time they wish, and for any drug they wish.
