John Ashcroft
Speaker in 2002 for an Organization where he is a member.
The organization meets once a year and has representatives from every
State, including Prison PACs, Law Enforcement PACs, and State
legislatures representing all the 50 States.  The organization creates
"uniform law" guidelines that the members take back to their State
Legislatures for passage during the following year.

The organization that creates uniform law guidelines in the US is The
National Conference of Commissioners on Uniform State Laws (NCCUSL):

"The state uniform law commissioners come together as the National
Conference for one purpose—to study and review the law of the states
to determine which areas of law should be uniform.

"There is only one fundamental requirement for the more than 300
uniform law commissioners: that they be members of the bar.

"Once the Committee of the Whole approves an act, its final test is a
vote by states—one vote per state. A majority of the states present,
and no less than 20 states, must approve an act before it can be
officially adopted as a Uniform or Model Act.

At that point, a Uniform or Model Act is officially promulgated for
consideration by the states. Legislatures are urged to adopt Uniform
Acts exactly as written, to “promote uniformity in the law among the
states.” "

Although Mr. Ashcroft is not listed as a commissioner:

annual meeting or to one of the many subcommittees

employee of the Conference while activities of the employee are under

Like any other legislative branch, this organization meets in various
subcommittees with PAC's to hammer out details of proposed
legislation:

"ELECTRONIC CONTRACTING: Acknowledging that the task of gaining
approval of the Uniform Computer Information Transactions Act by state
legislatures is an uphill battle, proponents of the proposed act
within the National Conference of Commissioners on Uniform State Laws
have agreed to meet in November to provide a forum for various
interest groups to make proposals for revisions. Meanwhile, a
resolution recommending that the American Bar Association oppose UCITA
in its current form likely will be withdrawn if the ABA Board of
Governors agrees to create a joint task force with NCCUSL to work out
their differences."

Over this summer, both the American Law Institute (ALI) and the
National Conference of Commissioners on Uniform State Laws (NCCUSL)
will hold will hold their annual meetings where membership will take
up 2B. At this point there is a stalemate between the ALA and the
NCCUSL.  .. Senator Ashcroft is a supporter of the library community's
position.
