I'm looking for the title of a movie about which I have only a vague recollection.

The movie involved military personnel running a covert casino hidden
in the jungle (WWII era Pacific?) that had a booming business without
their superiors knowledge. The film had to have been pre 70's.

It might be a movie called "Stalag 17".
You can see more about Stalag 17 at
www.imdb.com
Enter Stalag 17 in the search field in the upper left corner
of the www.imdb.com web page.

No, it wasn't "Stalag 17" (which I know well - a great one to boot).
The one I'm remembering wasn't a POW film and it was set in a tropical
jungle environment.

Could it have been King Rat?

It is set in the South Pacific on a POW island camp. George Segal
stars as a private who runs everything in the camp - even the officers
and guards start turning to him to get various things. Great flick.

I hope this helps.

Nope. It's not King Rat, either. The military personnel were not POWs.
