Dear bonz422-ga,
There appears to have been two rewards of $25,000 joined together. One
by Los Angeles City Council and the other by his mother. I have been
unable to ascertain if they are still available.
In the book: The Murder of Biggie Smalls by Cathy Scott, the author
states that the Los Angeles City Council announced a reward of $25000
on April 29, 1997, and on May 15 it was announced that Biggie?s mother
had donated a further $25,000 reward. If you use Amazon?s ?Search
Inside? feature with the word: reward , you will see the information
on pages 144 and 157.

It is referred to as $50,000 in the article on this news site

I also searched a pay per view news database and found two articles
both issued by the City News Service, Inc (under the terms of use of
this particular site, I can only summarise their contents)
April 29, 1997, Tuesday
Headline: L.A. City Council Offers $25,000 Reward In Notorious B.I.G. Murder Case.
Seven weeks after the murder, Los Angeles City Council offered a
$25,000 reward for information that helped to solve the case. The
report then went on to relate the facts behind the murder and
potential witnesses. The LAPD was reported to have no comment on the
council's action.
The second article is dated: July 8, 1997, Tuesday.
Headline: Rapper Reward.
Four days before it was due to expire, the Los Angeles City Council
extended the time period on the $25,000 reward. The time limit was
not stated. The report then reiterated the facts of the case a comment
by a member of the LAPD on the reward as an incentive.

There is no information on the Los Angeles City Council regarding the
reward, although I do note that they do seem to issue rewards in many
crime cases.
