Dear Jambo, 

You're probably referring to the story of Gideon and the fight against
the Midianites.

Gideon, who became a military leader, is being asked by God to fight
the Midianites. He has, however, a force too large, and God asks him
to sceen those who are unfit for battle. He does two screenings. On
the first one, he tells the warriors: "Whoever is fearful and whoever
is trembling may turn back and leave the Mountain of Gilead."; on a
second screening, he takes the remaining warriors to a pond, and asks
them to drink without using their hands (like animals): those who
knelt, were screened out, while those who managed to drink without
kneeling, became part of the final force.

Here is the exact quote from the Bible: 
"1 And Jerub-Baal, that is, Gideon, arose with all the people with him
and they camped at the spring of Harod. Now the camp of Midian was by
them to the north near the hill of the Moreh in the valley.
2 And Yahweh said to Gideon, "There are too many people with you for
me to deliver Midian into their hands. So that Israel may not boast
against me, saying, "My hands saved me,"
3 announce this now to the ears of the people, saying, "Whoever is
fearful and whoever is trembling may turn back and leave the Mountain
of Gilead." So twenty two thousand people left; ten thousand remained.
4 But Yahweh said to Gideon, "The people are still too many. Take them
down to the waters and I will sift them for you there; and whomever I
say shall go with you, he shall go with you, but whomever I say will
not go with you, he will not go with you."
5 So he took the people down to the waters and Yahweh told Gideon that
all who lap the waters with their tongue like dogs shall be separated
from all who kneel on their knees to drink.
6 And the number of those who lapped with their hands to their mouth
were three hundred men, and all the rest of the people kneeled on
their knees to drink.
7 Then Yahweh said to Gideon, "With the three hundred men who lapped
[the water], I will save you and I will give Midian into your hands;
and all of the rest of the people you are to let them go each to their
own homes.
8 So the people took their provisions and their trumpets into their
hands, and he sent the rest of the men of Israel to their tents, but
the three hundred men he kept. Now, the camp of Midian was by them
below in the valley."

Dear Jambo, 

It is very difficult to know the exact date of biblical occurances.
Bible researchers estimate the period of Gideon as being in  1190-1180
B.C. However, others estimate it as being 1246/45 BC.

I am looking for additional sources in the old testamanet in which
potential leaders are screened through some test or evaluation
criteria. I am looking for the earliest known examples of leadership
screeing by testing.
Can you be of assistance in locating such stories?

This actually is very similar to what it says in the Law, in
Deuteronomy 20: 8 (see also preceding verses where people who had
recently built houses, planted new vineyards, or betrothed wives were
similarly exempted):

And the officers shall speak further unto the people, and they shall
say, What man [is there that is] fearful and fainthearted? let him go
and return unto his house, lest his brethren's heart faint as well as
his heart.

It is found at Judges 7;9,10. But it is Jehovah God himself who says
to Gideon, "Rise up, descend upon the camp, for I have given it into
your hand. 10. But if you are afraid to descend, descend, you with
Pu'rah, your attendant, to the camp. 11. And you must listen to what
they will speak, and afterward your hands will certainly grow strong,
and you will be certain to descend upon the camp". At that, he and
Pu'rah his attendant made their descent to the edge of those in battle
formation who were in the camp.
Verse 12 says how numerous were the Midianites. Gideon had the three
hundred. He told his men to light torches and place them inside jars
so they would not show, and at a signal from him, to break the jars
and expose the torches, and blow the horns. This they did, with only
the three hundred,yelling ' Jehovah's sword and Gideons!" which caused
panic described in verse 22. '...and Jehovah proceeded to set the
sword of each one against the other in all the camp; and the camp kept
up their flight as far as Beth-shit'tah, on to Zer'e-rah.

One of the comments states; Jesus calls Gideon to help Israel. Jesus
was unknown to the early Israelites. The concept that Jesus IS God is
unscriptural as his beginnings are written at  Proverbs 8; 22-30,
written by King Solomon [ 716 B.C.E.] Judges was written by Samuel in
1100 B.C.E.
