nursery school in New York - Long Island - Nassau county. Looking for
a complete project list showing what's involved in openning a nursery
school in Nassau county - Long Island, NY. Would like a list of what's
required with regards to the entire project.

Is this in the right category?  I'd hate for you to not get a solid
answer because your question went overlooked.  Maybe [ Business and
Money > Small Businesses ] might be better?

Apparently no researcher has been inspired to investigate this, so
I'll toss in a comment or two with the hope that it can help you
along.

While I am not in the childcare business, I did work for the
daycare-licensing agency in the State of Texas for some time, TDPRS. 
I only did programming, not actual licensing or investigative work (as
perhaps you could tell from my GA handle) but I got to see how things
worked more than many.  I recall that the agency provided a number of
resources to folks starting childcare facilities, including
guidebooks, classes and much, much more.  Since your childcare
facility will ultimately have oversight by the state, it could help to
start there.  I recall staff at the agency being especially proactive
with assistance and guidance for those starting daycare homes, rather
than full-fledged daycare centers.

Even if these offices can't give you all of the assistance you seek,
they can certainly point you to any information you want.  They might
even be able to suggest other childcare providers in your area that
could help with mentoring or coaching for you.
