Is there somewhere on the internet that I would be able to "view only"
commercial customers' electric bills. If the bill is not available
on-line...is the information from the customers' bill??  I
specifically need to be able to find out if I can check ALL of the
electric bills for any electric company to see if their customers are
paying state sales tax on their specific electric bill. I do NOT need
general information if a certain State charges sales tax...I need
specific information from each customers electric bill.

Am I correct that what you want to be able to find out is whether
certain commercial entities are actually paying state sales tax?  I
doubt you will be able to generally access private electric bills
which carry sensitive information.  However, if you have specific
utility companies and specific commercial entities in mind, say
specific corporations, etc., depending upon the reason you seek the
info or the need you have, you may be able to access it by way of
state utility commissions.  Are you at liberty to be more specific?

To explain further, in Pennsylvania, manufacturers and non-profit
organizations are exempt from paying sales tax on their electric
bills. Approx. 1 out of 10 are paying the tax without knowing it. They
either don't know about the exemption or have not file the appropriate
form with the utility company.

Our company helps these organizations stop paying the sales tax and
get a refund for some of the tax that was already paid. The problem is
finding the 1 out of 10 that are paying the tax. If you send out 10
letters and only find one that is paying tax...that's alot of wasted
time. The goal would be to know the 1 out of 10 and send info. to only
those that are paying the tax.

Obviously, the best way to do that would be to have access to an
electric companies data base and be able to look at each customers
bill for 5 seconds and move on down the list. Nobody is getting hurt
by correcting the problem because the utility company forwards the tax
to the State - who is wrongly collecting the tax.
