What is the normal acceptable ratio of number of bugs to number of
lines of untested java code ?  I intend to use this metric to arrange
training for java developers whose code has more bugs than what is
normal. Please provide source of the answer as well.

According to a 5 year study carried out at Carnegie Mellon University
(Humpherey) in the US, programmers on average make 100-150 errors per
1000 lines that they code. I would guess you could use a similar ratio
for java coding.

If you are using this for a report, you could always mention that the
use of a modern IDE (integrated development environment) like eclipse,
greatly reduces trivial coding errors.
