Is there an external enclosure to house a cd/r and a 3.5 hard drive
with its own power supply. I need this to be portable with usb
connection.

and type "external usb cdrom" in search
and 3 or four rows down you will find lots and lots of
sites where you can buy external usb cdrom/hdd casing
external usb cdrom/hdd comes with acessories for hdd
