i am looking for the form & informations regarding filing a grievance
against a realtor in the highdesert area (victorville, california).  i
have found many forms for other counties, and i have found web sites
in the High Desert stating a specific form is needed to file a
grievance. I am yet to find this form & information regarding it.

Im not a researcher, but I have many years in construction and
property development.  When I have a complaint agaianst a realtor I go
directly to the state lic. agency (which here in Oregon has a process
w/investigators and archives to look through for previous complaints).
After I file my complaint I then contact the national contact if it is
a large national real estate company and read them the riot act on
their out-of-line agent. I will not hunt down the specific links for
you since this is work for the paid researchers.
Best of luck to you.  Send in your complaint no matter what to help
protect the next potential client.

I have the 1981-82 edition of the "Reference Book  - A Real Estate
Study Manual and Guide" published by Cal. Dept. of Real Estate.
The industry in Cal. has been controlled by state law since 1919. 
Since 1981, I am sure controls haven't been lessened, so I think we
can assume the following still applies:

"An unlicensed person who acts as a real estate broker or real estate
salesperson violates the Real Estate Law and is guilty of a
misdemeanor."
To be licensed, he must complete relevant courses and have gained experience.
SO: I would go straight to the Dept. of R.E.

If they can't help you immediately, you can also go to his local or
state or national association.
If your man belongs to a realtor association (check his business
card/stationery/website).
