What is the statute of limitations in Pennsylania for a personal debt
collection (a personal loan with a verbal contract only - no written
signed contract, although cancelled checks can be obtained from bank
as proof of loan)? The loan was made in 1999, no attempt has been made
to collect the loan, and the borrowing party moved to Oregon in 2000.
Is there a "grandfather clause" if the statute (time alotment) has
changed? Is there any way to collect this loan?
