utilities as well as town and county-level programs -- and includes,

Note in particular the list on the last two pages of the report for
"Low-income Energy Service Providers" which includes a listing of
mixed services -- local governments, non-profits, private companies --
that can assist homeowners in energy conservation. The listing is

listings here -- and probably go beyond companies that focus mostly on

Lastly, Pacific Gas and Electric runs what they call their "Energy
Partners Program" which teams up with a select group of pre-qualified
service providers to perform conservation work in the communities
served by PG&E.
