i want to be able know what the Appeciation rate is for homes in any
state and any county. is this information available?

ledogg-ga,

The figures you are looking for are available at no-cost for cities
(metropolitan statistical areas, or MSA's) but not for counties.

For instance, as of December 2004, the 1-year and 5-year home value
appreciation rates were:

Bakersfield, CA:  1-Yr--30.46% and 5-Yr--92.41%

while for Punta Gorda, FL the corresponding figures were 22.87% and 92.18%.

It's not available for free. There is no central clearinghouse that
tracks home-pricing data nationwide, at least none that makes its
information available. Most professionals in the real-estate industry
who seek price-appreciation data need it for a certain region only.

The best place for regional data is the Realtors association that
serves that area, or some other professional organization. Those
groups usually make their data available only to members, and it costs
money to signg up. Moreover, many of these organizations will not let
you sign up unless you're a licensed real-estate agent.

In short, the data is available, but in many cases it's tough to get.
And it's unlikely you're going to get reliable, county-specific data
without working county by county. Time-consuming and expensive.
