I have a program installed in my office and I want it installed at
home, but I lost my install CD. Is there a way to install it from
program files? more specifically, can I just copy that program file by
CD to another computer? license allows me to copy for my use

It depends on the program. Try it, and maybe it'll work. Oftentimes,
program installers place crucial files elsewhere on your system, which
the program will not work without.
