This is the scenario: An employee of an American NGO is taken hostage
inside the US. The perpetrators notify the NGO that a ransom has been
demanded for the release of the employee.

Question 1.  Is there US federal law prohibiting the NGO from paying
the ransom? If so, the cite?

Question 2.  Are there any circumstances where a US law enforcement
agency (federal, state or local) would do the negotiating for the
ransom amount or delivering the ransom money?

Question 3.  How is paying of ransom monies inside the US normally accomplished?
