Hello,
I have an old painting and wonder about any value.  It's of a sailboat
and rider very simple ,, 3-5 colors ,, signed Neal Seiden and dated
1865.  From the very delicate backing paper on the frame ,, it seems
to be Way Old...
I looked up N.Seiden and could find nothing...  Would a painting from
1865 be of any value though the artist is unknown?

In the world of art, a painting from 1865 is not "way old." Paintings
by unknown 19th century artists are quite plentiful. Unless there is
something very unusual about the painting or the frame, it is not
likely that your painting would be of much value to a collector. Of
course, no one can evaluate a painting sight unseen. If you want a
serious examination of your painting, you might want to ask local art
and antique dealers for a referral to a professional appraiser.
