There is a great deal of information on the internet about Carl and
Louis Stokes given their status in American politics. [One of the
websites did indicate that Carl was 2 years old when his father died.]
The only thing I can add at this point is that Louise Stone's mother
was named Fannie. Fannie and her daughter Louise were born in
Georgia. Carl and Louis's father was also born in Georgia. Carl's
uncle was Pughsley "Dock" Stone. This information is from the
following sources:
Ohio death records: Carl B. Stokes died in Ohio on 3 April 1996. He
was born 21 June 1927. He died at 5:05 a.m. He was married at the
time of his death. He died in a hospital. He had 17 years of
schooling and had been a member of the US Army. His mother?s surname
was Stone. His residence at the time of death was Cleveland, Cuyahoga
County, Ohio. He was 68 years old at the time of death.
The 1930 U.S. Census for Cuyahoga County, Ohio: Louise Stokes living
on East 69th Street. She was a 34 year old widow [born in Georgia
about 1896] living with her son Lewis, age 5 and her son Burton, [this
must be Carl Burton] age 2 years 10 months. The census indicates that
the children were born in Ohio but their father was born in Georgia.
Louise?s mother, Fannie Stone, a 70 year old widow, was also living
with them. Fannie Stone was born about 1860 in Georgia and so were
her parents. Louise Stokes was a maid in a private family.
Social Security Death Index: Louise Stokes, 44114 Cleveland,
Cuyahoga, born 27 October 1895 and died in February 1978.
There are a couple of Fannie Stones that could possibly be a match for
Louise's mother found in earlier census records but it would only be
speculative at this point. Same for Charles Stokes. If you have any
information about possible relatives that may still live in Georgia,
or if you could find the death certificate or marriage license of
Louise and Charles Stokes it would help you in your search. This web

1920 U.S. Census: Pughsley Stone and his mother Fannie were living in
Emanuel, Swainsboro District 26. They are both listed as mulatto. He
was 20, she was 55. Pughsley was a farmer and Fannie was a laundress.
[Louise was not listed so she was probably living on her own somewhere
or was already married to Charles] Accordingly to Stoke's memoirs
"Promises of Power (1983) he tells a story of his uncle "Dock" when he
was a little boy in Cleveland. "Dock" and his mother Fannie must have
moved to Cleveland from Georgia after 1920 but before 1930.
