Does anybody know if it is possible to set up a router-based
implementation of vpn between a cisco router and a non-cisco router?

the cisco router is  Cisco 831, most use the 1710 or 1721, depending
on how they connect into their networks. IOS should be at least 12.3
-7 for NHRP


and the non-cisco router is 
Cayman 3346N Router manufactured by Netopia ? Routers are used to
connect up to 4 PCs.
§         It is the device that directs the data within a computer
network and then controls the networked computers access to SBC Yahoo!
DSL.

§         Requires an available NIC in each computer

§         Used with Full Tech installs only

§         Supports all speeds

§         Does not support LINUX or UNIX.

§         Supports Five Static IP addresses

§         The technician will install the router and provide the
internet connection to one PC only.

§         The technician will not connect to a PC that is on an
existing network LAN.

the cisco router will be maintained with a 'template'.

This will be used for a restaurant chain to use third party vendors
