Where is the best place to advertise online to webmasters / affiliates ?
Specially for free, since we're a startup. 
Also which ones are the main "focus" of affiliates / webmasters
outthere (such as forums, etc)?

There are a lot of webmasters looking for good affiliate programs.  I
would do a google adword, the best advertising out there.
