It would have to be Federalist Sen. Thomas Pickering, who opposed the treaty, since the other senator from Massachusetts, John Quincy Adams, supported the Louisiana Puchase, even though he too was a Federalist. However, I haven't been able to establish that Pickering didn't show up to vote (against) the Treaty of Cession. |
