First of all I'd recommend that you use the lowest fare tool provided
by ITA software found at http://matrix.itasoftware.com/cvg/
You may log in as a guest. You can't actually book flights there but
it is a great tool for finding the lowest fares.

When my wife and I visited the States and Central America last year, I
found that the big US travel companies like Travelocity, Expedia,
Orbitz etc and even the major airlines themselves would not accept an
online booking because we weren't US residents. After much searching
though, I did eventually find a company called TravelNow who would
accept our bookings online. You'll find a link to them at
http://info-centre.org/travel/flights
The bookings were handled as electronic-tickets and everything went
smoothly - we just presented a copy of the booking reference and our
passports at check-in with the various airlines.
