I am starting-up a company in USA to sell customized curtains,drapery
and other accessories to end users. The products will be shipped to
the buyers directly from China. The average amount of each order will
be between $2000 and $3000. My questions are: 1)Will I be charged any
customs duty? 2)If yes, how much will be charged? 3)Will the buyer be
charged with customs duty? 4) If yes, how much will be charged? 5) If
the buyer will be charged, where can they pay the charge? Please give
the references. Thanks!

The customer will be responsible for customs duty. Generally, the
value of the item shipped is on the customs form. Depending on how the
item is shipped, the customer may have to claim the parcel and pay the
tax at the time of collecting the parcel, or if a courier service
(USP, DHL) is used they may receive a bill in the mail for the tax.
You need to arrange with the company about the shipment to find out
how they will ship. You don't want to have the item sitting on a dock
somewhere because the Chinese company didn't correctly ship!
I have had much experience with orders from China, and it can be very
challenging. You have to really trust the company in China that they
will deliver exactly what is ordered. For example, how do you plan to
handle cases when the customer tells  you the order is wrong, or they
are not happy with it and want to return it? You will not know exactly
what they received because you didn't receive it to check it before it
went to the customer. Something to think about.
