Can a public website publish a individual's email address, telephone
number and contact information? and what are the legal ramifications?

In general, I believe the answer is Yes, such information can be published.  

After all, this is exactly what online phone books and people-finder
sites do all the time, and I am not aware of any legal actions that
have arisen as a result.

However (and has been noted below, in the Comments section) there are
limits to this, and posting information that can be considered
malicious is certainly inadvisable, and may subject you to legal
liabilities.

If you can tell us more about the circumstances involved, we may be
able to provide more detailed information.

Based on the "abortion hit list" cases from a few years ago, I belive
you're permitted to publish information like that as long as it's not
a direct encitement to violence.

However, if your information leads to violence or crime, I belive you
can be held liable as an accessory.
