I restricted my searches to the US Treasury site and was able to come
up with the information you requested.
The lastest break down of outstanding public debt broken down by
security type is from Feb. 28, 2005 and can be found at:

This table shows that the total outstanding figures are:
"Bills" (T-Bills): 1,030,859,000,000
"TIPS" : 266,349,000,000
Doing a simple calculation shows that the current ratio of outstanding
TIPS to T-Bills is approximately:
1 : 3.87
As for finding the historical ratios of TIPS to T-Bills, the following
table is provided with quarterly percentages of issuance:

Scroll down to pages 13 - 14, and you'll see a table listing the
percentages of issuances. You can calculate ratios from the values in
the Bills and TIPS columns. (You would probably want to start
calculating in 1997, the year TIPS were introduced.
