how to keep printer settings as default in windows (such as draft
settings or not changing the default printer without being told to
change it)?

Click the "Start" menu and choose "Printers and Faxes". When the
"Printers and Faxes" window appears, right-click on your desired
printer and choose "Set as Default Printer".

jackburton gave one part of the solution of setting the default printer.  

But the other part about saving the draft settings can be done from
selecting properties from the printer list from the same window given
by jackburton ("Printers and Faxes" from the start menu).

XP, XP SP1, or XP SP2? and, have you disabled any fax or other services?
